Ken Hensley has confirmed this many times in interviews over the years. 
First time I think it was in Uriah Heep Appreciation Society magazine sometime in mid-90's.

The album was recorded in March 1971 in Germany and it was the idea of producer Bodo Albes. He hired Hensley to come up with an album for the imaginery band called Weed. The "members" were actually German band called Virus. According to Ken himself his vocals were originally meant to be just demo vocals which would have been overdubbed byt Virus singer but the producer thought they were so good that they were kept as they were.
