I think the problem was they no longer really had a band even even by the time Sloman came, and thus all, together with this wonderful album, became victims of circumstances: bad relationships within, pompous anniversary tour that was not really needed ( I don't know how thoroughly it was organized, but something tells me it wasn't, as well as the promotion for Conquest :)))), Ken's intentions to follow his own path... However, quality wise, mood wise that was still on the level of better Heep works (someone mentioned H&M which is true, really rings a bell), very unlike 1980-s albums of  the same name band. However, those well calculated considering the general public's demand.

There a couple more good tracks I like, and overall the production reminds me of High and Mighty, but overall it's hard to tell what they were thinking, but I suspect they felt they were really on to something very good and groundbreaking that would restart the band so they could move into the future with a fresh start. But it turned out they were to close to what they were doing and misjudged the whole thing, maybe due to the abuse of drugs mostly by Ken, and ended up only leading to the end of the band as we knew it.
